Vistalizator is a specialized, free utility designed to change the display language in Windows Vista and Windows 7 editions that do not officially support language packs (such as Starter, Home Basic, and Home Premium). It allows users to install MUI (Multilingual User Interface) packages or Language Interface Packs (LIP) to switch the system interface to a desired language.
Once the pack is loaded and verified, click "Install language(s)". Troubleshooting
Note that using Vistalizator to install restricted language packs may break the Windows End User License Agreement (EULA).
If you experience a "black screen of death" (KSOD) after using it, try using the "Last known good configuration" in the boot menu (F8).
Determine your Windows version (Vista/7), architecture (32/64 bit), and Service Pack level.
